Actually, Cygwin provides lots of packages you may select all ( but they all are not necessary) or you may select some of them depending upon your requirements, But you must include the 4 packages that are required by NetBeans which are  C compiler, C++ compiler, Make utility, and gdb debugger. Now Cygwin window will prompt for the package.It will take some time to download depending upon your Internet connection speed
